This version integrates the patches from A. Rae and some from
Angus. I haven't included either his xdr.h (due to the issues we
have already discussed) and giop.h (because I still haven't
looked long enough at it, although it looks ok).

I also separated auto_mem_buf into a different file, but, included
a master xtl.h that includes them all as has already been requested.

I also didn't include the bswap macros, as I fear we would be
asking for licensing trouble. Instead, I crafted a quick and
dirty replacement for the situations where we don't have
glibc. If other compilers supply equivalent macros, I strongly
encourage you to use them by putting the necessary glue in md.h
instead of relying on these.

As I mentioned earlier, I won't be reading mail again for a few more
days, so please bear with me.

BTW, the patch is against plain 1.3.
